Tom Clancy’s Splinter Cell is one of the most iconic and highly successful stealth games series by Ubisoft. The last entry in the franchise was Blacklist, and that was back in 2013. Fans have been dying to play a new title, and it suggests that a new Splinter Cell announcement might be coming soon.
Ubisoft hasn’t announced a new game in the series, but they have expressed a desire to work on it and deliver the best possible game, whenever they can.
New Splinter Cell Hinted by GameStop Listing

The most interesting bit in the entire section is the following text

10th release on the horizon? Does that mean there’s something actually in development? There’s no way an officially licensed product like this would have that mentioned unless there was something going on.
What’s more interesting is how the Division 2’s director “jokingly” tweeted that he was working on a new Splinter Cell game as well.

The tweet is surprisingly still up, and we’re excited to see how well it holds up when the game is actually announced.
The product is expected to launch in November this year and we’re hoping that by then we’ll get some form of teaser or announcement trailer. For now, with no official announcement, take this all with a grain of salt.
