If you ask me personally, Google Android One (QMobile A1) is the best you can get under 15,000 rupees in Pakistan. The phone will cost you around 11,500 rupees. QMobile Noir S1:
Noir S1 is an affordable 3G phone available in Pakistan just for rupees 11,000. This phone comes with Android 5.0 Lollipop out of the box. There is 1GB of RAM fos smoother multitasking. It has a large 5.0-inch display and a 5MP camera on both front and back side. QMobile Noir S1 is a dual sim phone.
Huawei Honor 4C:
Huawei Honor 4C is a monster phone at a very affordable price. It packs a 2GB of RAM for lag-free multitasking. It has an Octa core 1.2 GHz. The rear camera is 13 MP with 5MP front camera. The display is 5.0 inch with 720p screen resolution.

Samsung Galaxy Grand Prime:
This phone is only for the Samsung fans. It comes with a price tag of around 20,000 but it offers lower specifications than the Huawei Honor 4C.
Galaxy Grand Prime comes with 1GB RAM, 8MP back and 5MP front camera, a quad-core processor and Android 4.4 KitKat out of the box. The only advantage of this phone over the Huawei Honor 4C is that it is from Samsung, One of the most trusted smartphone brands around the globe.
Microsoft Lumia 535:
Microsoft Lumia 535 is the most sold Windows Phone device in Pakistan. This device is attractive because of its display size and a low price tag. It comes with a 5.0-inch display with a screen resolution of 540×960 pixels. There is a 1GB RAM under the hood. 1GB RAM is more than enough for Windows Phone devices as Windows Phone does not lag at all on 1GB RAM. There is a 5MP camera on both front and back.

It comes with 8MP back and 5MP front camera. This phone will cost you around 16,100 rupees. This phone also runs on Windows Phone 8.1 and will be updated to Windows Phone 10 in a month or two.

Oppo Neo 5:
This phone is LTE enabled. Oppo Neo 5 comes with LTE connectivity. It has a 4.5 inch IPS LCD with a resolution of480×854 pixels. It has a MediaTek MT6582 chipset with Quad-core 1.2 GHz Cortex-A7 processor. It comes with 1 GB of RAM and 8 GB internal storage. Storage can be expanded with an external MicroSD card.
