Multiple users have reported this error on forums, and here is how you can fix it.
Fix 1: Start from Origin
- Completely exit from Steam
- Now, do the same for Origin, and restart the client
- Now, in your library, you should see FIFA 21
- Run the game from Origin, and it should start working from Steam as well
Fix 2: Sync Accounts
- Head over to the following link for EA Help
- Now, login to your Origin Account on the EA Help page
- Click login with Steam account, using this your Origin Account and Steam account will be linked and synchronized
- After this, open Origin, and you should see FIFA 21 in your library
- Now, launch FIFA 21 from Steam as usual
