According to a user on twitter, they were able to bring up the graphics settings on the console with the help of a USB keyboard and simply pressing the O key on the keyboard:

It seems that some one at QA checking forgot to check if the gamers would have access to this option, or maybe this is a feature of the console version of the game that might soon get an announcement?
PUBG on the Xbox One and the Xbox One X has gone through a lot of scrutiny recently because of the poor appearance of the game on the Xbox One while the Xbox One X has problems with maintaining frame consistency throughout the gameplay experience, but considering the PC version is still unable to deliver the same, it comes as no surprise at all.
While the entire reason for PUBG’s popularity doesn’t stem from the presentation, rather than the execution, Xbox players are shrugging off the issues and enjoying the Battle Royale game to its fullest with the game currently available in Xbox Preview for users to try out, and at a super pocket friendly price of $20, who can say no to one of the most popular games in the world of gaming?
Whether or not the FPS has been capped at 30 FPS is not known since users can lower visual settings to get higher framerates at the cost of appearance, but if Fortnite can allow cross play between PC and PS4, then I guess customizing the graphics for more framerate should also count as fair game?
