Follow these steps to fix ‘Activation Required’ error on iOS 7:

Step 1: Connect your device with computer via USB cable

Step 2: Run iTunes

Step 3: Now, click on left side of the screen

Step 4: Download the correct iOS 7.0.2 IPSW files for your device

Step 5: If you are having PC, hold down the SHIFT key and click UPDATE button. For Apple, hold down the OPTION key and click UPDATE button

Step 6: Select the downloaded file and click OPEN

Step 7: Your device will be automatically updated to the latest firmware iOS 7.0.2.

Step 8: You may need to restore to the latest back up.
