This error is only showing up in the Game Pass version of the game and is tied to the region.
How to Fix The Outer Worlds 0x803F8001 Error
This issue is tied to the region of your Windows and can be easily fixed by following the steps below.
- Select Start > Settings > Time & Language > Region.
- Under Country or region, select United States
- Save these settings and run the game
- After you’ve run the game once, you can revert back to your original region
This will fix the error, and you only need to perform this method once. Game Pass is a new client and will have some issues for some time, but it’s had a more than steady launch so far.
